EU rules on pyramid selling

Annex I of the EU's Unfair Commercial Practices Directive lists pyramid promotional schemes, where compensation comes primarily from introducing others rather than from sales, as practices that are unfair in all circumstances. National authorities and courts apply it; enforcement varies by country.
